I found this patent release very interesting, especially after a patent they just received THIS PATENT and THIS ONE

TeleCommunication Systems, Inc. (TCS) ,a global leader in wireless data technology, today announced that the U.S. Patent and Trademark Office has issued patent number 6,922,565 titled, "Public Safety Access Point (PSAP) Selection for E9-1-1 Wireless Callers in a GSM Type System
The latest TCS patent is a method of providing Emergency Services Routing Key (ESRK), or Emergency Services Routing Digit (ESRD) information related to a wireless E9-1-1 caller's location in the Global System for Mobile Communications (GSM) network.
This patent provides a solution for when GSM carrier switches are not able to query and receive routing instructions as to the correct Public Safety Access Point (PSAP) where the E9-1-1 call should be routed.
